
This paper introduces an electricity decision-making tool that models the interaction between municipal energy-related decision (like tariff-setting), on the hand, and electricity user behaviours, on the other. It emphasises the mutually reinforcing impact between the system as a whole, and individual decisions within the system.
The paper further provides municipal decision-makers with an approach to developing appropriate approaches to identifying, characterising and responding to trade-offs that arise from the installation of rooftop PV. The aim to facilitate decision-making that supports municipal interests as well as enabling the constitutional mandate to provide services in an equitable way.
