The introduction of renewable energy into local energy systems requires that local governments, many of which act at electricity distributers, to play very different roles in local energy systems. This report considers and compares these different possible roles, including possibilities to directly invest in energy infrastructure, and facilitating other actors’ investments. There are different implications for local governance, finance and operations that require specific local and national actions.
