The purpose of the 2018 Inter-Ministerial Task Team (IMTT) was to engage with various stakeholders in order to assess and provide interventions for municipal debt to utilities. However, in the process of engagement that followed, the complexity of institutional arrangements was foregrounded. There are several historical processes and structures that have led to the current particular configuration of actors and resources. The solutions are multiple and require inputs from several different actors.
