This policy note aims to clarify energy wheeling agreements, what they are and are not, what they enable, and how this fits into local electricity systems, from the perspective of South African municipal electricity utilities. It unpacks the legal and operational context, outlining the process of getting a wheeling project from conceptualisation to implementation. Relevant charges and concerns for different parties to the agreement (independent power producers, electricity users/off-takers, distribution utilities and Eskom) are examined. The note concludes with a summary consideration of the strengths, challenges, opportunities and uncertainties related to energy wheeling.
