As local electricity systems change, it is necessary to reflect on how the question of a just transition for South Africa’s electricity system is transposed onto the local context, and what particular challenges and opportunities arise at the urban scale. It is also necessary to understand how local governments are variably positioned to respond to transition risk and the emergent opportunity context.
This report responds to the dearth of clarity on just transitions in South Africa, engaging with collective insights of key stakeholders working across municipal governments, other public sector stakeholders and supportive organisations. These insights are distilled to identify, characterise and prioritise relevant challenges, goals and actions.
