This project considers how the system of actors and institutions is active in Mpumalanga’s ‘just transition’ is ready for the transition, across its multiple dimensions. It focuses on municipalities, while considering other state and non-state actors in terms of their relationships to municipalities in the context of just transition planning, implementation, monitoring, learning, and evaluation. The report analyses relevant capacities and many associated capabilities required for the transition. In particular, it delves into detail about ‘Institutions and Governance’, ‘Funding and Finance’, and ‘Infrastructure and Service Delivery’. It argues that the absence of general capacity in these areas adds to the institutional brittleness that increases the vulnerability of local communities. Urgent interventions are proposed to build and reinforce institutional capacity and capability.
