This report identifies the tools that can be used to respond to risks and opportunities within the South African just transition at the local scale. While the focus is on South Africa’s coal region, there is broader relevance and applicability across the country. The local government toolbox includes local powers and functions as well as policies, plans and strategies that already exist, and could be applied within the transition. Particular attention is also given to role of local budgets and spending, infrastructure development and operation, and local economic development facilitation to drive decarbonisation and manage the related distribution of benefits and burdens.
